Up to 70% government support is available for small and medium enterprises to modernise their online presence, business systems and digital workflows.
In a rapidly digitalising economy, Luxembourg’s government has stepped up support for small and medium enterprises (SMEs) with targeted funding to boost competitiveness. The SME Digital Package is part of a broader suite of SME Packages designed to help companies integrate digital tools and practices into their operations.
What is the SME Digital Package ?
The SME Packages program is a state-funded entrepreneurial performance program financed by the Ministry of Economy up to 70% of eligible costs, which must be between €3,000 and €25,000 excluding VAT.
The SME Digital Package offers financial support for digital transformation projects, including website creation or improvement, digital marketing, management systems such as ERP or cash register software, and electronic invoicing solutions.
Eligibility and scope
To qualify, a business must be legally established in Luxembourg, meet the EU definition of a small or medium enterprise in terms of employees and revenue, and undertake a project with costs between €3,000 and €25,000 (excluding VAT).
Support can be used for digital marketing and online presence (including new or improved websites and social media campaigns), management systems like ERP or CRM, and electronic invoicing solutions. Projects are implemented in collaboration with a professional provider and guided by an adviser.
Up to 70 % financial support
The state covers up to 70 % of eligible project costs, reimbursed after project completion, making digital investments far more accessible for smaller enterprises. This means a project with a €25,000 budget can receive up to €17,500 in support.
Getting started
The application process begins with a pre‑analysis with the House of Entrepreneurship of the Chamber of Commerce or the eHandwierk department of the Chamber of Skilled Trades and Crafts. This helps clarify their digital needs and prepare the aid application. After evaluation by the Ministry of the Economy and project completion, the subsidy is issued.
Expert voices
From a web specialist perspective, this approach ensures that digital investments are aligned with strategic business goals rather than incidental upgrades. “A clear roadmap and professional implementation help SMEs avoid fragmented or ineffective digital efforts,” says a local digital consultant.
A business leader adds that such support can make the difference between stagnation and growth, especially for companies that have delayed digitalisation due to cost concerns.
A strategic advantage
For many SMEs, the SME Digital Package lowers financial barriers to adopting digital tools, boosts online visibility, and improves internal systems, which can lead to better customer engagement and operational efficiency. By promoting targeted digitisation, the programme supports long‑term resilience and growth in a competitive landscape.
